How to File a Telecom & Internet Complaint

Cellular carriers, fiber internet providers, and cable operators are subject to federal communications regulations regarding billing accuracy, early termination fees, and service reliability.

Primary oversight & regulators

Federal Communications Commission (FCC), State Public Utility Commission (PUC), Better Business Bureau (BBB)

Statutory consumer rights

Under FCC regulations, telecommunications and broadband providers must respond directly to consumer complaints served by the FCC within 30 days. Slamming (unauthorized switching) and cramming (unauthorized charges) are strictly prohibited.

Common disputes

  • Persistent broadband service outages without account credit or timely technician dispatch
  • Undisclosed fee additions, phantom equipment rental charges, or plan price increases
  • Refusal to unlock eligible mobile devices or release telephone numbers (number porting lock)
  • Misleading 'unlimited data' marketing paired with aggressive speed throttling
  • Unlawful early termination fees charged following service cancellation for chronic outages

Evidence to collect

  • Monthly billing statements showing disputed fee items or tariff changes
  • Subscriber Account Number, billing address, and registered line numbers
  • Speed test logs with timestamped screenshots showing chronic degradation below promised tiers
  • Customer support interaction logs, technician dispatch appointment numbers, and docket IDs
  • Written cancellation request or equipment return tracking receipts

Escalate in order

Recommended escalation hierarchy

Proceed sequentially to build an undeniable record of due diligence:

  1. 01

Contact carrier customer support and request an escalation ticket number.

  2. 02

Escalate directly to the carrier's 'Executive Customer Relations' or Office of the President.

  3. 03

File an informal consumer complaint with the Federal Communications Commission (FCC) at consumercomplaints.fcc.gov.

  4. 04

File a petition with your State Public Utility Commission (PUC) or State Attorney General.
